I should’ve known Shredder would take the top spot. After all, no other non-Marvel/non-DC Comics villain would top the TMNT’s greatest foe.
What about Dr. Horrible?
i was hoping to see violator much higher up since i find him to be a very underrated villain. personally not only is he my favorite non marvel/dc villain but if i had to rank my 25 favorite comic villains he would be 1 of them. also a bit surprising that judge death did not make the list or at least in the running considering he literally became so consumed with death that he not only would he have himself turned into an undead judge but would also turn several others into judges of death so he could bring an end to all life in itself as he believed all life itself is a crime since crime is caused by the living
