I thought Danny Phantom was similar to Freakazoid in that they both said a phrase to turn their superpowers on and off.
Digimon was pretty good and had a storyline.

You could almost argue that every cartoon in the 80’s was a rip off He-Man.
Snorks was a spin-off. The Smurfs even appeared. But yeah…same basic idea. Also, Coconut Ed “featured actors from TMNT and Animaniacs…” his name is Rob Paulson ?
I think it could be argued that Space Race is more like another season/remake kinda thing. I don’t think it was ever intended to be original.
