Yeah, the Phoenix is much stronger than Galactus especially in the White Phoenix form. Even if you amp up Galactus to the highest power he’s ever had, Phoenix is still a universal constant that accesses the psionic power of everything that is, was, or will be. Jean Grey had access to all of that power as the perfect Phoenix host. She’s only trumped in power by the Tribunal and the One Above All.
I would have gone with either Superboy Prime, or Mxyptlk.
