    still an amazingly outrageous character.
    Plus, Egghead’s barely seen secretary / female henchwoman is a real cutie
    ;)

  2. Humpty Dumpty could’ve been on this list. Worst part of it is that he’s
    not a villain in his own mind and perhaps the most tragic of characters in
    his own right. I’d also put out, “The General” who was an 8-year-old kid
    who managed to unite and control the gangs of Gotham.
